Euronaval 2026, Leonardo and Fincantieri “relaunch” OSN 03/11/2026 | Eugenio Po and Carolina Paizs (Reporting from Paris)

At Euronaval 2026, which opened this morning at the Paris Nord Villepinte Exhibition Centre, Leonardo and Fincantieri signed the “relaunch” of the agreement on Orizzonte Sistemi Navali (OSN).

OSN is the joint venture (JV), 51% owned by Fincantieri and 49% by Leonardo, that acts as integrator for Italian Navy programs and export programs, such as the 3 FREMM EVO for Portugal.

The agreement strengthens cooperation between the 2 companies on the JV’s 2 main pillars, “product” and “market,” with a focus on delivery times. The move was strongly backed by Defense Minister Guido Crosetto, as confirmed to us at the press briefing. It aims to “strengthen” the national industry so that it can operate and compete effectively in Europe and in non-European markets.

OSN’s current product portfolio covers several types of surface ships, including the FREMM EVO, the PPX and, above all, the DDX. The agreement redefines areas of responsibility, with OSN again acting as integrator of the entire ship. This is the model previously adopted for the FREMM and later abandoned in favor of a more separate management between the 2 companies.

On the production side, the most challenging goal is to cut FREMM construction time from 54 to 36 months. This would allow the yards to build 2 frigates per year, based on a production plan already defined with Leonardo, for which no timeline has yet been announced. Timelines are the key issue.

On the export front, the agreement looks to growing demand in Europe, the Middle East and Southeast Asia. It can rely on the operational “references” of Italian Navy ships and on previous successes in Indonesia and the United Arab Emirates.
